Government Contracting Agency hereinafter abbreviated as GCA is the Minister/Head of Institution/Head of Region, or State-Owned Company/Regional Owned Company as provider or operator of infrastructure based on statutory regulations.
In case of combined PPP of 2 (two) or more types of infrastructure, Minister / Head of Institution / Head of Region, or State-Owned Company / Regional Owned Company which has authority over the infrastructure sector which is cooperated based on statutory regulations, shall act together as PJPK.
Business Entity is State-Owned Company/Regional Owned Company, Private Company in the form of Limited Liability Company, Foreign Legal Entity, or Cooperative. While, Special Purpose Vehicle is Limited Liability Company established by the tender winning business entity or directly appointed.
Infrastruktur Infrastructure is the technical, physical, system, hardware and software facilities needed to provide services to the community and support the structural network so that the economic and social growth of the community can run well.

Provision of Infrastructure is an activity that includes construction work to build or increase the capacity of infrastructure and / or infrastructure management activities in the context of increasing infrastructure utilization.
Government Support for KPBU is a fiscal contribution and / or other forms provided by The Minister / Head of Institution / Head of Region and / or by The Minister who administers government affairs in the field of finance and state assets in accordance with their respective authorities based on statutory regulations in order to improve financial feasibility and PPP effectiveness.

Land acquisition for PPP is carried out by the Government in accordance with the provisions of laws and regulations regarding land acquisition for development for public interest. Funding for land acquisition for PPP comes from the APBN and / or APBD.
In the event that the PJPK is a State-Owned Company/Regional Owned Company, land acquisition funding may come from the State-Owned Company/Regional Owned Company budget or from the Business Entity in cooperation with the relevant State-Owned Company/Regional Owned Company.
Types of payment to business entities in the PPP scheme are 1) Payment by users in the form of tariffs; 2) Availability Payment; and/or 3) Other forms as long as they do not conflict with statutory regulations.

Unsolicited PPP is a PPP Project initiated by a Business Entity to the Minister / Head of Institution / Head of Region.
The criteria for Unsolicited PPP are as follows: 1) Technically integrated with the master plan in the sector concerned; 2) Economically and financially feasible; and 3) The Business Entity that proposes the initiative has sufficient financial capacity to finance the implementation of Infrastructure Provision.

PPP Node is a work unit within the Ministry / Institution / Region appointed by the Minister / Head of Institution / Head of Region to prepare policy formulation, synchronization, coordination, supervision and evaluation of PPP development.
